Pamphlet explaining the proposal being submitted to the People that contains the arguments of the committee responsible for the initiative or referendum together with the opinion of the Federal Council thereon. It is published by the Federal Chancellery in the four official national languages and sent to the voters via the communes along with the other voting documents.
